If I was a fresh 50, what abilities/amps do I remove since I wouldnt have max ability/amp points?

For PvE content I would remove either Calm or Urgency tbh. Do you plan on using Quantum Cascade with this build?

What would I remove for an assault ability. It would only be for some fights, like the first one in protogames.
