Why full STR and no DEX? The reason is because this build has a lot of multi-hit skills, and flat damage is added to each of those hits.
PvE

With , you can viably tank boss monsters. With low ping it'll be easy to block just when monster starts its attack animation, otherwise you might have to fish for the blocks.
If there is a Pardoner in your party, can extend duration of your Cross Guard and Spear Lunge debuffs, raising your DPS by an insane amount.
