So let me explain how I enjoy to play this class.
I am a fan of high mobility high damage "Glass Cannons", and archeage has just the class for me!
I found out about the outrider class in the Russian server when NA Alpha was still fresh. Put an inferior build to this one to work and tweaked around with it and got something pretty close to this.
So here is my rotation:

is reserved for multiple enemies or heavy gap closer melee.
Also some big cooldowns are & . It causes a massive agility boost and it great for nuking. I suggest combo-ing those two in place of deadeye if you can't afford to stop moving.
As far as gearing up goes, you get useful items through leveling so no bottleneck there. My main stats are Agility and Strength (if they are still named that). Leather is expected to be worn with the Outrider class.. it only makes sense to me. I should also note that I play dual wielding agi/str one handed axes and swords.
And this rotation works phenomenally for me. The only classes I seem to have problems with, are mages, and I know that I can play smart and survive pretty well against them but it's rough.
Please don't crucify me for my build, just thought I'd share the love to fellow Outriders.

I've played with mages and they seem to hate archers and their full auto deadeye attack.

It's alright, I read through your suggestions and I'm willing to try them during Open beta/Launch. I have been working to get the order down and I think that might just do it.

Since the official forums are down, I'll leave my reply here.
If I can make an ever so slight suggestion regarding your rotation and one of your passive choices, here it is:
- First off, switch out Wild Instincts with Sharpshooting.3% crit chance and 20% more crit damage is alot better than 8% move speed. Alternatively, change out Deadeye for it instead.
- Regarding rotation. You'd get alot more damage out of Toxic Shot > Stalker's Mark (38% more dmg on poisoned targets), Charged Bolt (to slow it down) then piercing shot (27% dmg on poisoned, increases the Slow effect), then jump in with Overwhelm (Terrifying Roar first perhaps) to trip them and deal 77% more damage on Marked targets. Alternatively, you could do Deadeye > Concussive arrow, then the rotation I mentioned. That'll finish off anything super-quickly actually.
- The last thing I'd like to note is that if you add Pin Down and Shadowsmite, you can get a combo out of a bleeding target on first-mentioned, and then quickly go behind the target and use Shadowsmite for 600% damage.
