NOTE: The build represented above is not a low level build, I recommend using this build at around 30+ when you have access to quickening tempest and thundering maelstrom.


Powers

With the new patch comes new possibilities with Storm. Pre-patch, she was very limited in her builds because her support powers could not be activated at the same time as her damage powers and this made her support powers basically useless. Now she has 3 categories of powers that can be activated simultaneously and this allows her support spells to shine without sacrificing damage potential!

The way I see it, there are essentially two builds (with variations) you can go with storm depending on your playstyle. Before I get into that, though, I will talk about her support powers.


Breeze Powers

Storm's breeze powers come at the bottom of her Windrider tree.
Refreshing Breeze is an ok power in that it can remove debuffs from your allies, but beside that the health regen and defense buff is not too noticeable in parties.
Quikening Breeze, is amazing! It's basically the same as her old Quickening Tempest (Huge movespeed and dodge gain), but now you can use it at the same time as a Tempest Power and still be able to attack! Even more is that on top of the Movespeed and Dodge it gives you while you have it toggled, you can keep activating every 10 seconds for a 3 second burst of attack and movement speed! Vroom vroom!


Tempest Powers

Freezing tempest is where it's at. Not only does it do a ton of damage (you can literally walk around and white mobs will melt), but it debuffs enemies with slows!


Damage Powers

I believe the only real decision you have to make here is whether to go Chain Lightning or Thundering Maelstrom. For me, it's all about TM. The ability to stay mobile is always a plus for me. The other key spell is going to be Lightning Ball. Lightning Ball is probably one of the most powerful skills in the game! it's great for melting down large packs of blues to bosses. The only downside to it is you have to stand still to cast it and it takes a huge amount of spirit (though this shouldn't be too much of a problem with odinborn artifact).

Summary

In my opinion, Storm is the funnest character to play in the game right now. Between Lightning Ball/Crashing Hail combo and blinking around everywhere with Zigg and melting everything with passive AOE it just doesn't get much better.

Medals

Doc Ock medal is my favorite so far. Another option is Pyro Medal if you feel you have enough +AOE Radius from your gear.

Artifacts

The artifacts I have above are my go to equips for Storm. Superconductor and PPS are great artifacts that will buff up your AOE damage capabilities. Zigg is great for mobility as well as damage and Odinborn is for virtually limitless spirit. Other options include replacing Zigg with Starstone Tooth if you feel you need to tank up for a certain encounter.

Gear

Unlike other heroes, Storm's Uniques are actually very good for her and can trump pretty much any Cosmics you will get. Until you get fully slotted with Uniques, however, you can look for Wristbands with +Energy damage, anything with +x to Skybreaker/Stormcrafter and +spirit is always good to have.

Costume Affixes

Go for Crit % (Chance to crit) in all slots. I prefer it over attack speed because all attack speed really does for Storm is make her run out of spirit faster and doesn't affect the tick rates of any of her skills. Crit is a much better source of dps.

Core

Energy Projection is a must for a Storm core, the other two are really personal preference. I prefer Life Leech to make myself tanky while dishing out damage at the same time. The other stat is really whatever you like. I like +Speed because it allows you to move faster, but other great choices are things like Item Rarity bonus or bonus healing/spirit when using MedKits.
