Rocket uses his brilliant tactical mind, excellent marksmanship, and very large guns against a variety of interstellar threats. He often works with—and sometimes leads—the Guardians of the Galaxy in defense of various endangered worlds. Some of his friends think Rocket might have a touch of OCD, but what raccoon doesn't wash his hands a dozen times a day?
Latest update: I tried several iteration of Basic-less builds, and ended up with this one -- BFG for everything! You can eke out slightly better single-target DPS using TD or Energy Barrage, but the difference is so slight that it hardly seems worth it.
The points from my basic ended up in Gravity Mine, which is a great power. It does decent damage, it gathers everything up for BFG, and it adds 10% to your damage -- what's not to love? Everything else is pretty standard.
Tricked out with Uniques, this build eats cosmics alive. With a Time Dilator, a Suppression Turret, 3 Blaster Turrets, and Groot working at your target, you should very rarely come under fire -- your only concern is to stay out of the Cosmic Patches o' Death.
Important note: I have the armor of burrowing escape, so my BE is actually more like 20-something. I use it a lot; it covers a lot of ground at that rank, and the stealth lasts a long time. It's absolutely necessary for in-combat mobility and dumping aggro.

Tactics
First of all -- Groot out, always. I used to spawn him on top of stuff, but the scattering is kind of a pain -- now I just spawn him whenever there not a Groot. You can also get a Guardians emblem that summons Groot saplings (a lot of them). It's a clan of Groots! A passle! A flock!
For trash, Gravity Mine, and then BFG. It's not complicated.
For anything with staying power, drop a Blaster Turret, gravity mine 'em into a bunch, drop a supression turret, a Time Dilator, Burrow out to drop aggro. Summon additional Blaster Turrets as needed (until you have three out at once, or the thing you are fighting is dead). Then, BFG. Re-apply Gravity Mine to keep up the vulnerability debuff. If you run out of juice (it happens), switch to Quick Shot for a bit (at Rank 12 for me, with + from gear), and you'll be back in the game in seconds.
