Extra points:
Max out Telekinetic Mastery
20X
Put rest into Techo-Organic Reconstruction
16X

Skills:
SOLDIER TREE
20 into Energy Pulse - Basic attack, your bread and butter.

20 into Vortex Grenade - It's a grenade, can't go wrong here. Toss them as often and everywhere you need to.

1 into Plasma Barrage - Put a point into this for clearing easy trash in MM and Green terms. It will soak up Spirit really fast but you shouldn't really have that much of a spirit issue.

TACTICIAN TREE
20 into Veteran Warrior - Dmg, Crit dmg, AND Crit rating. Can't go wrong here now.

1 into Eye for Weakness - Eye is kinda junk, but 10% more dmg is 10% more dmg. Drop a point, cast, and have at it.

1 into Power (previously Bold) Aura - Auras are one-point wonders now for ALL heroes. At max you only save 40 spirit, and you do NOT want to max it.

1 into Endurance Aura - just in case. For raids and the like.

1 into Toughness Aura - just in case. For raids and the like.

1 into Quick Bodyslide - Teleportation! Don't leave home without it.

PSION TREE
20 into Psychic Haze - Small AoE, small stun, good dmg.

20 into Kinetic Repulsion - Hard to use properly but it packs a great punch. If you can survive being in melee range, use this.

20 into Psychokinetic Barrier - Toss out a few of these to block most enemy attacks. Not only does it deflect projectiles, but it also does a damn fine bit of dmg.

20 into Telekinetic Mastery - Projectile deflection is just icing on the cake with this skill. +mental dmg helps the whole Psion tree.

17 (or 16 if you don't Mental Resilience) into Techo-Organic Reconstruction - Not a great skill but it does help. Great for when you teleport into that one wrong area.

OPTIONAL
1 into Mental Resilience (I personally never ever need to use this though. By the time i remember i have it, the Stun is already over. So unless there is something in the Raid i don't know about yet, i wouldn't bother with this)

GEAR:
SLOT 1: Hyper-Viper Beam OR Anti-Metal Ammo. I personally use HVB. After doing some target dummy runs (about 15 with HVB and 15 more with AMA), there is no recognizable difference between the 2. Math and paper might show i am wrong, but for me, there is no difference.
SLOT 2: Askani'son Bodysuit, overall the best thing for Cable. Though at the moment, i am looking into other options. Keep checking back for updates.
SLOT 3: SHIELD Systems Reconnaissance Belt. Adds a good bit of health, small dodge, dmg to targets attacking someone else, crit chance and dmg, and 1 to all powers. Works much better then Forge and arm. The Arm gives you a little more dmg to EP and VG, but in the end this is the better way to go.
SLOT 4: For me Taskers Treads is still the best option. I've looked at other things, but nothing so far beats this out for me. Maybe - MAYBE a cosmic if you find a really good one.
SLOT 5: I use Techno-Organic Virus Inhibitor. There might be a better cosmic out there, but i find/found this to be the best thing to use still.

ARTIFACTS:
ARTIFACT 1: Gem of the Kursed. Extra brut chance, crit chance and bonus dmg to both of them. Can't really go wrong here.
ARTIFACT 2: Ziggurat of Kargul. Crit chance and crit dmg. The 2 best things for Cable.
ARTIFACT 3: Advanced Metasensory Array. Gives the only real AS boost Cable needs, as well as a decent bonus dmg and +1 to skills.
ARTIFACT 4: Advanced Kree Hyper-Optics. Some minor crit rating and up to 600 bonus dmg to slowed targets, with a chance to slow on hit. VG slow 'technically' works on bosses even if they don't literally slow or it doesn't look like they are slowed. As long as they are in a VG, they are taking that bonus dmg.

MEDAL: Wizard or Sauron. A little more Mental dmg on Wizard, a little more Crit chance on Sauron. Whichever you need more, it's up to you which.

RUNE: Ranged Uru. 200 dmg to ranged attacks. There is no other option.

RUNE WORD: Bowazon. 300 crit and dmg rating are the best parts. When you crit you also gain Brut chance, which is just icing on the cake. The 60 extra XP per kill - just worth saying it. Flat dmg procs do no matter.

LEGENDARY: Gungnir. Crit rating and crit dmg - 2 of the best things for Cable and this item is what pushes you into the sweet spot for, as far as crit chance itself goes. The final proc on it will boost your Brut chance by a ton. Apollos Bow would be a close 2nd, but still 2nd.

RING: Cosmic ring - whatever affix you can get. Ideally you want dmg, crit chance, crit dmg rating, etc... the normal Cable stuff. They are few and far between though and whatever you get here won't make or break your hero. Just make sure it's got something that helps you and is cosmic. (unless you find some absurdly good purple)

RELIC: Lemuria. Health on hit, can't beat it. A healthy Lemuria stack should keep you solid.

INSIGNIA: Eric O'Grady. The main proc is the real boost, the two bonus affixs you would want would be ranged dmg and crit chance. But take whatever you can get here.

COSTUME CORE: Right now i use a +1 fighting/energy with rarity. I would ignore the rarity/sif bonus. So far this feels like the best but it's been a while since i've looked into it. I will do that soon. Keep checking back for updates.

COSTUME AFFIXS: Crit dmg rating. Max numbers are (i think) from level 1-4: 500, 1000, 1500, 2000.

BLESSINGS: I personally like Hela. I'm at almost 48% crit chance which i'm perfectly fine with, so i choose not to use Fandral.

TEAM-UP
I use Falcon. Falcon is the better choice for doing more dmg. Spider-Man would be the better choice for survivability. But honestly the dmg boost from Falcon (or any of them) is small enough that you can just pick who you want and it's wont REALLY matter. Same with Spider-Man and his dodge (it's 4%, which is a lot for some heroes, but i don't find it to be that much with Cable unless you are stacking for it). Full passive either way. I never summon them out, they are too fragile still. Really need their gear upgrades in to make them viable to come out and play.

SYNERGY CHOICES
CABLE!
Ms. Marvel
Squirrel Girl
Scarlet Witch
Jean Grey
Iron Man
Human Torch
Hawkeye
Doctor Strange
Wolverine

These are what i use based on what heroes i have leveled. Honestly, you only get minor boosts overall so it's not a HUGE deal to go after a specific hero for their synergy only. It will only come down to you killing that boss in 35 second or 32 seconds... and at that point, is it really even a point...?

SKILL ROTATION
The skills are on my bar

Left Mouse = EP - A= Barrier - S= Eye - D= Teleport - F= KR - G= Haze - H= Aura - Right Mouse= VG

NOTE - I have G bound to a side button on my mouse. Hitting G will cast Haze still, but using a side mouse button for Haze just makes life easier since it has to be recast so often.

The actual rotation used is Eye, VG, Barrier, Haze, KR and then EP for X seconds until i need to recast KR and Haze, EP again for X seconds and start the rotation from Eye. (This is assuming you are in melee range - obviously leave KR out if you are not in melee range)

LEVELING BUILD
Basically the leveling build is about the same as the normal end-game build. The only difference would be a focus on KR and Con Blast. Con Blast does a ton of dmg, and is great for taking out groups and single targets. KR is great for when you get surrounded by mobs. You can also go with Psychic Trap for late leveling AoE if you really max it out and have enough spirit but i find PB a better choice.

For anyone having issues with spirit, at level 35 you can get a Mark of the Odinborn. Get that and your spirit issues will be no more. I don't level any hero without a Mark on them, it's essentially an infinite spirit cheat. Other than that though, gear up whatever has the most dmg and life. I wouldn't put too much thought into any of the items your using for leveling other then getting Bowazon and Gungnir as soon as you can, as well as a Moleman Medal and Mark of the Odinborn at 35.
