Medallion:
This one is easy now, a Wizard medallion is the best choice.

Artifacts:
Advanced crystal of kadavus (this one is absolutely required at the moment to run basic-less)
However it is a bit broken, because chaotic hex is not a basic it shouldn't return spirit on hit with this, but it does. However that is not the sole reason I chose this artifact, if I do have to run with a basic again, I'd rather have this than anything else, the attack speed and extra spirit on hit are awesome. Also I think it's superior to Maht's in this build because maht's doesn't favor extra attack speed with a fixed cooldown, with all of the mentioned attack speed here, my own chaotic hex is at 2.5 attacks per second, maht's wouldn't be able to keep up.

Advanced metasensory array
This is simply the best damage artifact in the game, a well rolled one can roll over 320 damage rating and 8 attack speed.

the best roll for this is 200 damage rating and 5 attack speed, try to get as close to that as possible.

Hand of Doom/Xerogen crystal/wicked wand of watoomb/Pym's growth serum/shiar cloaking device/advanced skrull targeting computer whichever you have of the above which gives you the most damage rating, the Hand of Doom is probably the best choice, but not a lot of people have it (including me) and at this point the attack speed of xerogen is probably useless so yeah. If anything you should have noticed stacking damage is the way to go now. For clarity, use the fourth slot for whatever gives you the most damage. My playstyle doesn't involve spamming bewildering hex all over the place, so stealth damage is no good for me personally, but it can be for you.

As for blessings:
Of all the blessings out there, Odin's blessing is by far superior to anything else, since it is now 'fixed' at 5% damage to bosses and 7 spirit on kill, getting that 4 times is 20% damage to bosses (which is huge) and 28 spirit on kill (wihch is also huge) and makes hela's blessing seem trivial (as mentioned a lot of times brutal strike chance scales absolutely horrendously)Costume affixes: While for the proc build critical rating was the best choice, for this build damage rating is far superior, with a level 60 core the maximum values are as following:

grade 1: 100
grade 2: 200
Grade 3: 300
Grade 4: 400

As for costume cores I'm a bit on the fence about it since at this moment the +1 energy doesn't do a whole lot, but it might get a revamp, so it might be worth it, restore 25% health and spirit on a medkit is a damn near must though, so probably the best core to look for is: +1 energy and 25% health/spirit on a medkit.

Relics:
As far as relics go, Scarlet has 4 options, Gibborim, snakeroot ,wakanda and xandar. gibborim is for when you really want a huge spirit pool. Snakeroot for when you don't want scarlet to move as slow as a rock (though with chaos shift this might be a bit excessive). Wakanda is probably best used on scarlet of all the characters, it affects 3 of your 4 main damage skills and has the best diminishing returns for a damage relic I've seen so far. Xandar gives the most dps out of all the relics that are available since it also affects chaotic hex, so if you want to use a damage relic go with xandar, unless you're like me and have xandar on another hero, then wakanda is the 2nd best choice for damage.

Insignias:
The best insignia is without a doubt an Eric O'Grady, prefered with ranged damage rating and area damage rating/crit rating.

Rings:
From what I could tell, purple rings roll with 4 affixes so these would probably be the best, ranged damage rating, area damage rating, crit rating and spirit/health.

Legendary:
As I'm writing this Asgard isn't unlocked yet, but from what I could tell on the Test Center the Warlock's Eye is a really easy choice here, mental crit chance and 2 times mental damage seems great.
