B. Whirling Chain - Ghost Rider stands still and spin his chain over his head, laying down death to anything that comes near. Occasionally this power whiffs, so be sure to have your combat numbers on (so you can start it again if necessary) but overlal this ability is phenomenal for destroying trash and will absolutely shred blues and yellows. A really incredible ability. MAX THIS ABILITY AT ALL TIMES.
C. Chains Ablaze. - Gives us crit specifically for Chain powers, meaning it buffs Lash and Whirling Chain and gives us spirit when we hit an enemy afflicted with Hellfire. Additionally, if we activate this ability we'll see tons more damage and a mental DoT effect hit our enemies. Go Chains Ablaze and then Whirling Chain for maximum carnage. MAX THIS ABILITY AT ALL TIMES
D. Inferno - An AOE ability that does Mental damage over time and applies the Hellfire debuff to enemies. Many builds focus around consuming Hellfire for benefits, but our Chain build in particular really doesn't. Instead he'll drop Inferno for extra damage, and use that as our starting location for Whirling Chains because of our Infernal Will passive, that heals us as long as we stand in the area of Inferno. MAX THIS ABILITY AT ALL TIMES
E. Protect the Innocent - A tanky skill that gives us bonus def, Projectile Evasion (whee), and when any of our allies drops below 30% health gives them a damage shield fairly often. I rather like this passive. MAX THIS ABILITY AT ALL TIMES OR DUMP POINTS HERE.
F. Infernal Will - This passive gives us some health, regen, and while we stand in Inferno-we double our regen. I rather like this ability, and we can either max it or dump points here based on whether we prefer this regen to the flat mitigation from Protect the Innocent - up to you. COMPARE TO PROTECT THE INNOCENT, PICK ONE TO MAX AND ONE TO DUMP POINTS IN.
G. Penance Stare - Our signature. This amazing ability has Ghost Rider unleash the full power of his flaming skull, doing massive AOE damage and making enemies cower in fear. Additionally this move will serve as a boss-killer in that it has an Execute mechanic, dealing more damage the lower an opponent's health is. I like to use it at the beginning of a fight and the end of a fight so that I can get its cooldown in twice a boss battle. MAX THIS ABILITY AT ALL TIMES
H. Spirit of Vengeance - This passive is what makes our Hellfire ability Inferno apply the Hellfire debuff. Again, not super useful for this build-but we'll take the one point. Also gives us some additional damage as we get lower in health, and makes us tankier (but our goal is not to utilize the health-juggle mechanic too much). PUT ONE POINT HERE
I. Dread - Our CC breaker, also causes enemies to run around afraid. PUT ONE POINT HERE
J. Wheelie - Our basic Movement power, helps us get around. YOU GET ONE POINT HERE.
Playstyle-
A. Wheelie around and find enemies to murder.
B. Drop an Inferno, Wheelie into the middle of it.
C. Use Whirling Chain while standing in Inferno to regen tons of health and do lots of AOE.
D. Penance Stare and Chain Lash anything left!

2. Gear
Uniques:
Slot 1 – Alejandra's Scythe (Ghost Rider Unique)- Nice damage, damage on physical (chain powers), crit rating, +1 Strength, chance on hit to fear nearby enemies, chance on hit to deal a portion of an enemies max health as damage. +To Chain powers. A very very handy Unique, and built for us! Lets use it!
Slot 2 – Quenten Carnival Jumpsuit (Ghost Rider Unique) - Makes us extremely tanky with health, regen, Dodge, a chance to weaken enemies (10% less damage output) with our Inferno, and +loads of points to Protect the Innocent, Dread and Infernal Will. Since we're choosing between those two as to which to max and which to dump points into, this unique is super awesome.
Slot 3 – Blood Signed Contract (Ghost Rider Unique) - is really great in that it buffs all of our good passives, Inferno, Penance Stare, gives us crit and brutal, and some mental damage for Inferno. The only thing we really don't use is the bonus points to our Infernal Contract, but otherwise its pretty darn awesome and we should take it.
Slot 4 – Craig 'Crash' Simpson's Engineer Boots (Ghost Rider Unique) - Slightly underwhelming. Pretty tanky, some nice spirit, nice attack speed..but on the whole not great and we don't get great +Skills. We should probably get Sandals of Hercules (any hero), Hand Assassin Ninja Tabi (any hero) or even Alpha Flight Snowshoes for Tankiness. Avoid these if we can get a better option.
Slot 5 – Infernal Chopper (Ghost Rider Unique) is not that great for this build because we don't use any Vengeance Powers for damage (our bike tree). Really, we'll need to find something else to fill our slot 5. The crit rating and speed are nice, but I would suggest the new Mask of Algrim for a tanky option or a well-rolled Cosmic. Up to you.
Artifacts:
Advanced Meta - We have the opportunity to get our good skills really high anyway, lets keep it up.
Idol of Khonshu - Gives us +damage while swapping up Ranged/Melee attacks and since Chain Lash is tagged as both we get the benefit constantly.
Super Soldier Serum - Spirit/health/etc. Good tanky option. Possibly Advanced Crystal instead for more Chains Damage.
Advanced Kung Fu - A melee character's best friend. Lots of solid tanky stats and some damage.
Also consider a Pluvian Superconductor as we'll get like 500 damage to Inferno and Whirling Chain. Could also sub something in for a Power Prism if we're more concerned about this area damage.
Blessings:
I would recommend Hela's for the brutal since we can get some crit. Odins might be good as well so we can Whirling Chain forever and our real problem here is bosses.
Costume:
+1 Fighting and +1 Strength Promethean core since we use Chain powers and the damage is physical.
Legendary:
Leaning towards Gungir. With the stat rework possibly Norn Stones, Excalibur for flat melee damage is a good option also.
Insignia:
Penance is built for Ghost Rider, but since we won't be juggling a lot I like O'Grady.
Uru item:
Physical/Melee Uru with Heartbreaker (crit) or Bonebreaker (yet another +1 Strength possibility)
Relics:
Lemurias for life on hit
Medallion:
Something tanky. Possibly Kingpin, Kurse, Sabretooth, Bullseye if you're lacking Uniques for crit. Ghost Rider doing so many varied damage types and needing tanky stats might also do well with a cosmic Taskmaster or Doom.
3. Leveling Strategy
We get Chain Lash fairly early, and Whirling Chains soon after. At that point we'll just be spamming Inferno, letting Whirling Chains and Chain Lash do the cleanup-and occasionally hitting our Chains Ablaze buff when we need some damage assistance (Blues/Yellows/Bosses). Overall his playstyle is fairly simple and he shouldn't die too much, so enjoy!
