There is absolutely no reason to spend a single point at Hard as Rock atm. Not until the defence is fixed. And i already said at top of my guide this build is for End gaming 5/5 cosmic geared people :D

Until you have complete Set of Cosmic Gear + medal to go with, this build is not so hot. After you obtain the gear, then it is good. The fact that you dont have Hard as Rock maxed or atleast 10-14 is a little concerning. Guessing you made the build when gear was buffed and skills werent.
@Luxxord: Do you think Agamoto is better than Cytorakk? I play thing, Attack speed + basic powers affix become godly for his building.
IT'S CLOBBERIN' TIME
(The following build will work in 100% of its power for 5/5 Cosmic geared people)
POWERS
Brawler
First thing and only to spend in this tab is Fantastic Haymaker. Max points you can put on it at the moment are 15 (+ 6 points from Cosmic Gear+Medal) = 21 points.
Why Fantastic Haymaker over other basics? First of all it got the higher dps than all of them at max level. Also the passive effect "Enemy Damage Reduction" scales up to -1260 dmg done helps you surviving more while face-tanking.
Rockpile
Granite Defense
The most important skill you are going to use as a Tank. At max point 20 (+ 6 points from Cosmic Gear+Medal) = 26 , will provide you 3.300 Damage Absorbed and 50% Damage Negated
Bashful Benjy --> Endure Assault
This is the only way to survive the "death-touch" hits from bosses and huge packs of mobs. Spending 1 point in Bashful Benjy to unlock Endure assault and 4 points to it (+ 6 points from Cosmic Gear+Medal) = 10 will provide you 100% DAMAGE NEGATED.
Hindering Hide
Spending 1 point to it and get (+ 6 points from Cosmic Gear+Medal) = 7 will provide 28.50% chance to slow enemy for - 29.50% attack speed. *Definitely worth 1 point spend.
Jagger Defender
Spending 1 point to it and get (+ 6 points from Cosmic Gear+Medal) = 7 will provide 100% Damage Reflected will give you a dps boost to your team while you are tanking. *Definitely worth 1 point spend.
Crashing Leap
Movement Power and Knock- up enemies while your tanking to avoid some damage.*Definitely worth 1 point spend.
Clobberinn' Time
Max points you can put on it at the moment are 17 (+ 6 points from Cosmic Gear+Medal) = 23 points. Why Clobberinn' Time over Hard as Rock? Well, stacking up defense is not a good idea. (Defense is broken at the moment and will be fixed it in a future patch to be more worthwhile ). About the tenacity bonus you don't need it since your got the immune effect to knock up/slow from Clobberinn' Time. Clobberinn' Time's awesomeness doesn't stops there, It also provides you with +270 Damage Bonus and Movement speed buff at the same time. Keep this buff up at any cost.
Teammate
Yancy Street Taunt
Tank without taunt is not a tank :). Why Yancy Street Taunt over Bold Challenge. Answer is simple. "The Thing" is not going out of spirit at all if you tank properly. Spending 1 point to it (+ 6 points from Cosmic Gear+Medal) = 7, provides -30 damage taken. Better than Bold Challenge's spirit regen.
Guardian Aura-Steadfast Aura
The only reason to spend 20+20 points here is clearly for Synergies to Aggressive Aura.
Aggressive Aura
The main reason that makes "The Thing" OP is his Aggressive Aura. At skill cap level (40) [You can reach that with talents+cosmic+medal+ gear that gives +(1-7) to current rank.] you can provide up to 1.100 damage buff to your party. Also this buff is not mitigated by anything which means you get the full bonus buff all the time as long as you are in range.*Enough said....
Stats+Gearing
Gear priority should be Health > + rank to Aggressive Aura > Dodge > Deflect Projectiles.
Personally my main gear parts + Medal are focused to Health > + rank to Aggressive Aura > Dodge.
Also I am using Repulsor Field and Crimson Crystal that way i get 20% Projectiles Deflect, 400 hp and 1500+ Physical Defense
As a costume Core i use +1 Strength +1 Fighting Power for 2 reasons. +15% damage with fighting powers (basic attacks) and at the same time, -15% damage taken from fighting powers which comes to add even more "tankyness" to my build set-up.
