@eoj - When I put this build together on Marvelbase, they had not yet updated this site. So Defensive Roll and Veteran Warrior were swapped. I made the change to help prevent confusion in the future. As far as Telekinetic Mastery goes, Points are here for the Dodge bonus, and helps my One-Point Wonders, KR & PB be more effective with the Mental Damage Bonus.

Cable 2.1 Build
I had problems before the 2.1 patch with being more or less overwhelmed with keeping Cable's defensive skills up, in order to attempt to stay alive and kill things. Patch 2.1 eliminated this by making the heroes defensive abilities passive, giving you an opportunity to focus more on your damage dealing skills.
I think this is a positive step for Cable. He is far more playable now than before.
Powers to max:
Energy Pulse - Your main spam ability.
Vortex Grenade - 75% Slow with damage. I star fights with this, clears trash well. (Remember it can stack twice on a mob where needed.)
Veteran Warrior - Critical Rating and Critical Damage Rating passive.
Bold Aura - Nice Damage Rating and Move speed boosts.
Techno-Organic Reconstruction - Healing passive. It heals you for a small amount every second and when you fall below 30%, it heals you even more and increases your damage rating!
Telekinetic Mastery - Dodge Rating, Mental Damage Rating and Tenacity boosts.
One-Point Wonders:
Eye for Weakness - Flat 10% Vulnerability and Weaken. All that putting points in here does is make the effect last longer.
Quick Bodyslide - Teleport. All that putting extra points in here does is lower it's already low spirit cost.
Kinetic Repulsion - Low spirit AOE Damage with a push-back effect. I only use it when I'm surrounded, and consider it a one-point wonder because of it's already high starting damage.
Psychokinetic Barrier - Projectile deflection and a small DoT. I use this to deflect and add DPS where needed.
Hotbar Setup:
First, I need to say that I don't use the LMB for ANYTHING. Whether it's because of my current mouse, or my oldschool playstyle, I just find it awkward to use. So here is my key setup. But hopefully this gives you a better over-all view of how I use the build.
LMB - BLANK
A - Quick Bodyslide
S - Psychokinetic Barrier
D - Vortex Grenade
Q - Bodyslider Bomb
E - Eye for Weakness
Z - Kinetic Repulsion
RMB 1 - Energy Pulse
RMB 2 - Bold Aura
I changed my function keys from F1-F6 to 1-6, so that I could reach them easier. Since you can have up to 6 skills bound into the RMB slot.
Costume:
The Core is in the build, but I rolled pure Critical Damage Rating for his Affixes.
Gear:
As far as gear goes, I was lucky pretty early on and have most of his Uniques. Just remember as you're gearing up to focus on items that give you health, crit or benefit your skills and you'll do fine.

Hulk
Iron Man
Jean Grey
Loki
Ms Marvel
Punisher
Storm
These are the Synergies I currently use / have. Might change as I get more of them that benefit this Hero.
With this build I find Cable to be pretty indestructible and does fantastic damage. Of course, this is just my opinion and view on Cable. I welcome any feedback or suggestions and hope that this build helps others who are looking at Cable.
