The Basics:

Whirling Chains is what this build is based around. And for it to work properly, you need to get as much + attack speed as you can possibly get.

In its current form, whirling chains can be frustrating due to a bug causing it to deal no damage, but show the animation.

Nonetheless, whirling chains is absolutely devastating for single target and perfect for aoe, and once they fix that bug, it will be glorious.

Yes, there is no basic attack, good news is, you dont need his basic attacks with this build because blazing chains will keep your mana full while boosting the dps of your chain attacks.

Using Inferno then chain snare will destroy all white trash mobs while keeping you full on mana. The combo can even kill some blues and yellow mobs outright. But throwing in Whirling Chains with the two skills will decimate everything.

Blazing Chains will be up a lot, 5 second of down time on average, and with better gear it can go even lower. So use this all the time, its a huge boost in damage for Whirling Chains and Chain Snare.

Use Contract to activate Spirits of Vengeance, and somewhat control the fluctuations in your health to stay low and get the maximum benefit from SoV and proc based items..

One Point Wonders:

Protect the innocent is a good one point wonder, but thats it.

Dread is awesome. With his unique set you can get a pretty high duration, almost negating the cooldown entirely while providing almost complete immunity to CC. Dread is also important for the 5th slot unique which will be used to trigger the effect on it.

Leftover points:

Infernal Contract maximizes dps.

It really is up to you tho, Contract, protect the innocent and even dread are all viable to put extra points in and quite possibly make penance stare a one point wonder for additional cc. I personally put the remaining points into dread for longer cc and cooldown reductions. With my gear its at 4 second durations.

Casket is a no brainer.

Blessings:
I use 1xHeimdall and so far 1xHela. Cant decide on Boss damage or more hela for my last 2. Ive debated on getting sif, but the DR on attack speed is kicking my butt, so i dont think its worth it. Will think on this some more.

Medallion:
I actually use malekith, but its not in the list, venoms is really good though.

Insignia:
Eric O'Grady with AoE and Melee damage

Basic Gear:
His uniques work very well with this build, but if you cant get those, items with +whirling chains and +chain snare are good or +hellfire and +chains trees are optimal as well. Try to gear for attack speed. It will allow you to reach up to 5 Attack speed with whirling chains by default, and with procs from Malekith medallion, and procs from cosmics that can boost it even further, you can reach up to 6 easily.

Avoid Cosmics that provide a shield on being attacked. I have one, but they are useless for this build and work against it. Most people say avoid LL, but no, shields are much worse than LL. Both are bad at higher levels with good gear.

Core:
Str & Fighting, if your having trouble surviving Str & Life Leech

Costume:
DMG or Critical Damage possibly Damage vs Enemy

Relic:
I absolutely hate how slow GR is, so I use snakeroot clan relic, but a much more optimal choice would be attilan. Lemuria feel you need the survivability.

Artifacts:
Adv Array, Amulet of Agamotto, Pluvian Superconductor, Idol of Khonshu.

Inferno and Chain Snare will continually proc the melee dmg bonus of khonshu making this his BIS artifact hands down.

Amulet of agamotto is a very good defensive tool with a large amount of attack speed and +1 to all abilities. Its hard to replace this imo. The only other artifact i could possibly see going here would be pluvian superconductor. Its best for maximizing damage.

I use a Ziggurat, thats just my personal preference because I do not like his movement abilities, but it certainly isnt a bad choice at all. Good crit and crit damage boost. Advanced Crimson Crystal of Cytorak would go in here otherwise.

Note:

More or less, spirit of vengeance is more a survivablity tool than it is a dps tool. The added damage from it is a bonus, so dont worry about it if your not reaping the benefits from it all the time, because when you need the benefits, they will most certainly kick in. Especially in T4 RED content.
