Preface:
Most of the builds I've seen emphasize single trarget and defense for cap. I thought I would share a build that's been highly effective for me in running cosmics and is pretty well rounded in survivability, mobility and damage.
The main thing you should understand about this build is that it uses a few synergies in skills and items to maximize Cap's AOE and mobility. These are two key factors in my opinion in getting the most from cosmic terminals. AOE to more quickly reach your bonus chest count and mobility during the boss fight to avoid attacks and environment splash damage. Some will prefer a different build for farming villains that is more focused on rushing to the end of terminals. Others may prefer a build more focused on team play.
How to Play:
You idol of khonshu artifact gives a huge boost in melee damage rating after a ranged attack. This will boost Charge and Aireborne Assault. Shield Bounce and Shield Torque are both considered range and can be effective starters.
In addition, Charge and Air born Assault also provide Knockdown. This can combine with Rhino's Medallion for another huge boost to crit and damage and enhance your survivability.
There are other medals that will work well with this build if you do not want to be so dependent on the knockdown RNG like madam hydra's Medal.
My suggestion is to cast shield bounce, charge in mobs to knockdown a few times, Cast shield torque when active and then Air born Assault, Shield bounce and charge to finish off.
While fighting, cast fighting spirit before your Shield torque and Aireborn Assault to maximize your damage and cast indestructible shield when taking a good deal of focus fire or when health is threatened.
For most villains, wait for an opening in the environment effects and cast shield bounce. charge back and forth on the villain to knock down his health and cast Air born Assault and Shield Torque before moving out of his next wave of damage.

Heroic Charge
Surprisingly powerful ability for cap. Damage per second is probably equal or better than any other talent when used properly.
Some may lack the PC technology for the quick zipping back and forth and you will need to ensure your gear has sufficient % spirit discounts to use it extensively. Personally, I would prefer not to have to use charge but fights as they are now require quick movements in and out of combat.

Good Passive.
Vibranium Bash
Caps best sIngle target attack and gives boost to villains, blues and yelllows. You likely won't have a great deal of time to go toe to toe with this build but well worth a point or as an outlet for extra points.
Super-Soldier
Agressive Shout
1 point in this toggle will provide a decent boost to damage, move and attack speed.
Fighting Spirit
Gives extra burst, survivability and recovery for a short time. I would put extra points in here or if you are more defensive minded you can put these in Indestructible Shield. Another option, would be Vibranium bash. What you chose will depend somewhat on your own personal play style and what content you play most.
Shield Slinger
Indestructible Shield
Provides some great survivability boosts, including the coveted projectile deflection.
Shield Bounce
Decent for chipping away at enemies before finishing them off and used to trigger artifact procs.
Shield Expertise
Increases the effectiveness of shield bounce.
Air born Assault
Awsome AOE ability with knockdown that has a short cool down.
Torqued Shield Throw
Very good AOE ability with a shorter CD. Works well in combination with other abilities and items.
Closing:
Cap has always been my favorite super hero and hopefully after the recent movie success of winter soldier others will like him just as much.
After his rework, caps is an effective hero in the game and can be fun to play. I hope this provides a solid starting point for those of you experimenting with builds or just starting cosmics and looking for something that works well. Gear will be important for cosmics so please do not expect to use this build in cosmic terminals without end game gear and enhancements.

With this patch you now have 162 power points. I would add prioritize skills for this build and my own play styles in order as follows:
Vibranium bash, Indestructible Shield, Fighting Spirit, Aggressive shout, Shield Swipe. Pick a shout that best fits your gear and play style. Choose your other points from this list that best fits your need. There are also additional artifacts available which may be better for you than I selected as a starting point. What you choose for gear beyond your initial leveling is almost impossible to suggest unless you subscribe to a "cookie cutter" mentality, which I do not. Have fun with the new content!
