In addition to his pinpoint accuracy, Hawkeye relies on a quiver full of gadget arrows with various high-tech tricks. But even without his arrows, he's a formidable combatant thanks to hours of training with Captain America.
His sarcastic wit sometimes rubs allies the wrong way, but Hawkeye remains one of the most loyal and dedicated Avengers in the team's history.

Preface:
This build is a basic build to give you the best hawkeye has to offer in ranged combat and survivability. I called it "Avengers Academy" because it is a good foundation build to learn his capability and grow into the buld that best suites you. There are derivative builds from this that may better suite your own playstyle. Other good options for hawkey are Frozen Arrow and Shrieking Arrow. You may choose to invest in these in place of passives and/or Tear Gas Arrow.
Early on:
Hawkeye is tough to level early on until Tear Gas Arrow becomes available. Just hang in there and don't get discouraged.
Tear Gas is an amazing skill, spam away in a cloud and run mobs through it and watch them die. Fire cc strategically to keep mobs in your cloud of death. Acrobatic Roll works well in that it provides escape and a stun effect to give you more time to move to a better position.
Full Force :
At full force in later levels, you will use Tear Gas, to whittle down your enemies, and then twin arrows to finish and rejuvinate. Ronins Lunge maybe a better option for moving quickly from place to place as you level. Stark Claymore Turrent is your heavy hitter to wipe the map clean when overwhelmed or just wanting to take out a large group. Use this when available and cast flash bomb just before it for an added boost. Three round burst is a good skill and can be effective against bosses due to bonus. I find however that at scale and with high crit/brutal twin arrow is a better option due to its continuous fire.
Items:
Focus on high critical and brutal strike for hawkeye as his attacks are delivered quickly and this will increase his damage dramatically as you approach 40%. His passives will help you get there fast. Artifact choices may center around ranged increase based on distance from enemy or area of effect depending on rotation and play style.
Conclusion:
Hawkeye is not for everyone. He will be very rewarding for those that like to keep moving, play strategically and can manage a number of skills easily. Start with this build if you are struggling and experiment with some of the other talents mentioned to find your own way to being an Avenger!

You now have a total of 162 power points. My suggestion is to use them for the following as fits your play style and points available. This is how I would rank them in order but your mileage will vary. 3 Round Burst, Freeze Arrow, Shrieking Arrow, Flash Bomb, Exploding Arrow, Triple Arrow, Startech Medical. Also, I noticed because the Marvel Base interface does not use correct icons I had chosen an incorrect suggested artifact. I have fixed this. Notate also that there are many more artifact options now. There are better choices than Ziggurat based on your gear and other needs but my thought was to provide some pretty common options to choose from that will help leveling. Artifacts that increase Damage Rating or increased damage for ranged based on proximity are all effective and practical depending on how high your specific "rolls" are.
