RavenDeth, I guess its not supported anymore. Some of the newer heroes are missing and tree's arent up to date. Its too bad because I think the site had a lot of promise
Rocket Raccoon is a space-faring adventurer whose small size and adorable features belie his unparalleled bravery and loyal soul. He hails from the bizarre planet Halfworld, which is occupied by a variety of sentient animals.Marvel Source
Rocket uses his brilliant tactical mind, excellent marksmanship, and very large guns against a variety of interstellar threats. He often works with—and sometimes leads—the Guardians of the Galaxy in defense of various endangered worlds. Some of his friends think Rocket might have a touch of OCD, but what raccoon doesn't wash his hands a dozen times a day?

Why does the power tree here on MarvelBase differ from the power tree in-game? This tree looks NOTHING like Rocket Raccoon's in-game power tree.
Rocket's BFG (Big Farkin Gun) Adventure

Preface
Rocket is a unique Hero in Marvel Heroes. He has many options for mob control, defense and has some interesting attacks as well.
Primarily rocket is strongest when attacking with combinations of powers and using his defenses to dictate the battle field.
If your preference is straight summon then this is not the build for you although summoning is a good part of it. This build wants rocket to kill stuff, while gaining help in a few areas from his summons. This is the build I chose after reaching red prestige and trying all rockets capabilities to see what worked best for me and my play style. Personally, I tend to prefer ranged attacks, builds that ensure survivability and fast clearing while using all my talents.
Rocket is not the hero for you if you like to just hit a single key repeatedly. In fact, rockets biggest issue probably is that a single bar isn't enough for all his useful skills.
Since 2015 patch 1.0 you now have 162 power points. I will show you how I would spend them and provide you some wiggle room to flex your own play style.
I am not a min - maxer with items so I suggest you get specific feedback from the Marvel Heroes Rocket Raccoon forum for itemization.

Gameplay
Toggle on your defscreen, Summon Groot, approach mobs and toss out gravity mine/time dialator/shield generator as needed then place a suppression turrets around your attacking area or in striking distance of most of the threating mobs. Finish off with gravity mind and BFG to clear the map. Your gameplay should be what you are most comfortable with. These are the powers that I found to be most effective out of everything Rockets has to offer. You can easily vary this build into a summon build or add in a few different attacks that you enjoy. Your mileage may very, but enjoy playing the rascal anyway!
