Gear
Slot 1 – Hyper Viper Beam (Cable Unique) - Disturbingly good. Attack speed, crit, crit damage, energy damage, ranged damage, + to all Soldier powers. Wow. Just must have.
Slot 2 – Askani'son Bodysuit (Cable Unique) - Def, health, revive on death for utility, +to all powers (yay) and +to Tactician (Eye for Weakness/Aura/Veteran Warrior/Roll/Bodyslide-all good to just have extra points without spending them)
Slot 3 – Forge's Bionic Arm Harness (Cable Unique) - Relevant defensive stats, but what we love here is the +energy damage, +spirit, and the moar +to Soldier powers. Between this and the Viper Beam, we can get +12 to -all- Soldiers, which is a significant bump (not to mention what we get from our next item..the treads)
Slot 4 - Tasker's Treads (Cable Unique) - Give us tons of points to Energy Pulse and Vortex Grenade. We also get some brutal which is awesome, and movement speed.
Slot 5 - Techno-Organic Virus Inhibitor (Cable Unique) - +5 to Psion, which includes Kinetic Repulsion and our Telekentic Mastery passive. Since we're trying to be as thrifty as possible but still get tons of points in abilities, I love it. The +area and duration also impacts Vortex Grenade as much as it does Kinetic Repulsion. Although it buffs a lot of our secondary stuff, its worth it in my opinion.

We want to make Cable as DPSy as possible using two Area attacks, one mental, one energy, a single target spammy basic, and Devastating Beam or Concussion Blast. I think mixing and matching artifacts might be the wrong move, so rather than get a few +Area damage artifacts and some single targetty ones, I feel like generally good crit/crit damage, damage in general, and some brutal where we can get it might help.

Since Cable is going to be fairly close to enemies with Kinetic Repulsion, we may want to try a Shotgun build with Energy pulse benefiting from procs due to its high attack speed. The idea here is that we will be so close and firing so many times we will (with good rolls on our shotgun artifacts) be proc'ing the damage chance all the time.
Other
Blessings: Hela. We aren't getting brutal elsewhere really, but we do get crit-and he attacks suuuuuper fast.
Costume: +1 Energy/Fighting if you can swing it.
Insignia: O'Gradysaurus Rex. I never suggest anything else.
Legendary: With this build, especially Shotgun artifacts, I'm feeling Gungir. You can totally go Apollo bow for a bit of both damage and crit, but I think since we use a few types of attacks, Area, Ranged, Energy, Mental, etc...we might benefit more from an all-purpose Gungir.
Medallion: Tough one. I'm actually kind of partial to Doom for the Duration (KR/Vortex Grenade), Octopus isn't bad for its buffs to energy skills either, and Bullseye we get use of with crits.
Relics: Lemuria. Dat life on hit.
Leveling Strategy
Cable is kind of a chore to level. You will want to start with Searing Shot and Concussion Blast, taking passives you need all the way down until you hit Vortex Grenade and Energy Pulse-and then you may want to retcon your way out of Searing Shot for Energy Pulse. I would suggest trying to throw an Oculus Oroboros on your Cable for leveling, since you'll get lots of life on hit while using Energy Pulse.
Playstyle
1. Roll around or teleport around, you're Cable.
2. Throw a Vortex Grenade and activate Kinetic Repulsion, things are now dying.
3. Shoot some Concussive Blasts or CHARGE YOUR LAZOR SHOOP DA WHOOP with Devastating Beam
4. Keep firing those grenades/blasts while Energy Pulsing things to death.
