Offensive Skills
I much prefer this ability over the later
Lightning Column, i tend to use Lightning bolt only when i'm out of mana/spirit as this spell restores spirit, as Chain Lightning does more damage. If you feel you would prefer Lightning column, go for that instead.		 Chain Lightning, the bread and butter skill for Storm, massive AoE damage, and with the right items, allows you to survive through life steal or heal from energy attacks (e.g. [item]71[/item] Oculus Oroboros). This spell comes in useful for things like Midtown or that boss that's beating your group down, the damage is ok, but it's the slow debuff that makes this such a great ability.

Buffs
I often run in a party with an iron man, so for me this buff in a no brainer to have leveled up. The HP/s really is a lifesaver with Iron Man's Deployable Medic. This is nice for the extra bonus dodge and move speed. Gusting Tempest is one of my all time favourite abilities that Storm has, sure it reduces spirit by 50, but that huge chance to halve incoming projectile damage is great.

Passives
An ability that synergises beautifully with Gusting Tempest, when enemies get into your Tempest, they will be hit by this vulnerability. This is a no brainer, extra spirit, faster regen when out of spirit.

Other
Flight is always good.

Oculus will proc practically every time you hit with Chain Lightning, meaning your survivability on Storm will be much better. Storm is squishy, there is no doubt about that, so this item will help both you and your party if you decide to die. Nice extra damage stuff. Will probably help with surviving under 30% HP

Extra damage and health, need i say more? Extra area damage! Great for all your damage abilities, except for Chain Lightning, swap out for Lemuria (extra health regeneration) or Xandar (extra ranged ability damage) Undecided as of yet
