Edit (for patch on 1/16/14) - Holy crap, this build actually got a pretty nice buff.

Energy Auger: Tier 4, field now lasts 5 seconds (up from 4). Tier 8, snare is 35% movement speed reduction for 5 seconds (up from 25% for 2sec)

Ricochet: Base, now removes 4 endurance from enemy. Tier 4, now generates 35 volatility (up from 30). Tier 8, now 25% snare for 5 seconds (up from 2sec)

    Overview

This build is to me an interesting way of dealing lots of damage without Pulse Blast spam. In fact, it doesn't include Pulse Blast at all! The core damage abilities are limited to 3, and I add in 4 utility skills, leaving you with an open ability slot to do whatever you want with.

    The Rotation

    →

    →

The rotation is very simple. Ricochet, followed by Electrocute, then Energy Auger, followed by Electrocute. Rise, repeat.

Both Energy Auger and Tier 4 Ricochet generate the 30 volatility you need to cast all 6 ticks of Tier 4 Electocute.

Tier 8 for both Ricochet and Energy Auger applies a snare (25% and 20% movement speed reduction, respectively). The tooltips are unclear, but I would guess they each snare for around 4 seconds, based on the other Engineer snares.

    Control

There are really only 3 attack abilities in this build. It is heavier in CC and escapes.

    CCs

Your pure CCs are Zap (stun) and Obstructor (interrupt and blind). Urgent Withdrawal also has a snare, so it is both a CC and escape. As stated above, Tier 8 Ricochet and Energy Auger each have a snare which you will be applying as you do damage. This means a total of 3 snares, a stun, and a blind/interrupt. Pretty, pretty... pretty good.

    Escapes

Your escapes are Shatter Impairment, which breaks all CC and gives you 10% crit (so this could be used during times when burst damage is needed), and Urgent Withdrawal.

    Open Ability Slot!

The beauty and versatility of this build for most any Engineer PVP player is that there is an open ability slot that you can do anything you want with. Choose what suits you best.

    Some options include:

    Damage

    Utility

You can do anything, really. I am personally leaning toward Unstable Anomaly. I can see entire builds being built around that ability. I think it's completely worth missing an Electrocute here and there if it cripples healers' ability to keep everyone up.

One last thing to keep in mind: this last ability will have to be a base ability, as the tier points are already committed. If you were to re-do the tiering, you lose the snares on Ricochet and Energy Auger and the build becomes sub-optimal since it is so dependent on them as the core abilities.
