With this build, you cannot die unless insanely outnumbered.

Start every fight with Empowering probes followed by fissure for large damage boost. Shield Surge 3 times (due to tier 4 making third one free) for death of most packs, if not you should have critical procced Dual Shock and Atomize to finish everything off/nothing a couple Discharges can't handle. Paralytic Surge when enemies cast to create Moments of Opportunity for damage increase.

Spamming Shield Surge and using Flash on cooldown makes you immortal.

Huge plus for this build is you are stacking PURELY Support Power NOT Attack Power so you can switch to healing a dungeon with no issues at all and don't have to build two sets of gear to solo. Shield Surge is the main ability here and it scales from SP not AP, same for Dual Shock and Flash, Paralytic Surge scales from both. Take all AMPs that increase Support Power and Crit Chance/Severity, and the hybrid one that generates an Actuator every 12 seconds. The rest are whatever you prefer.

You are now an unstoppable leveling machine.
