Abilities

Volatility Rising - Since the first ability you'll be using will jump you up to 30 volatility this should always be up and will help you stay within the 30-70 threshold
Extra Hurting - More damage while between 30 - 70 volatility which is where you'll be spending most of your time anyways.
Harmful Hits - More crits when you crit and since you'll be stacking crit this is good
Volatile Armor - More crit when you cast your innate and crits are always good
Cruisin for a Bruisin - More crit when your attack is deflected, and more crits lead to even more crits and blah blah blah
All the Utility AMPs are for survivability and i'd rather have more mobility rather than resistances or deflect but feel free to follow your own defensive play style

f your main source of damage tech then you shouldn't put the last point into bio shell. You should use energy auger first since when you are between 30-70 volatility Bio shell is instant. Don't use Shatter Impairment on CD save it for CC. In pvp I don't see this spec working because you will blow through your resource before your bioshock is off CD and if you say miss one your doing nothing for 3 or 5 sec. If you want to use bolt caster instead of electrocute then you will probably be fine but I would still suggest dropping energy auger for pulse blast since it as well is physical damage and a safer resource generator.
Due to this being a work in progress and with the state of the beta right now, you'll have to wait till after launch and i'm able to level my engie to max. That last part might be awhile though due to me leaving for boot camp a month after launch but i promise to try my best to get you all the info to this build before then.
