This build might seem weird with out using as you have no basic attack. However, this build does not waste any time or activity due to talents. It isn'ts viable or possible until you get the cooldown reduction at 0 volatility amp from the support tree (quick build).
Threat/Damage

You want to keep using particle ejector to keep you at 0 volatility as often as possible. When ever your down to 0 volatility is when you use your Tanking rotation. You have high threat because Build high threat and also aoe heals causing more threat based on the number of players around you. (Note: You can't get because 5 volatility/ per tick -30 volatility a channel- perfectly fits with 's and 's volatility generation allowing you to actually hit 0. This is always why you can't cast abilities like:
Damage Mitigation
First lets note you keep up Which provides a form of constant damage reduction. While also helping your group.
The key to this build is your rotation of defensive cool downs. You can go 23.3 seconds out of 24.3 seconds in your tanking cooldowns: . you can chain them in any order all of them have a 30 second cooldown which are 24.3 second cooldown with Quick Build and thus must be used at 0 Volatility (this is always with the +1% cooldown reductions as well). might be one of your first because you reflect a massive amount of damage on deflect. (note: Most of these skill are shown at the level 1 number and thus if you compare the numbers 10 damage on Deflect is A LOT compare to the 1s and 0s you see on alot of the abilities)
Personal Defence Unit
Is not in the tanking cooldown rotation in that you'll have this as back up for when you need it. You can build up two of this to use back to back and a third 12 second later if you have a really big damage spike coming it. This can also sure up any mistakes in your tanking rotation if you feel you might have to double up on an ability here or there.

Though i feel this will be pretty strong in that you have very powerful abilities up for a while. I also think this one would be a good fun little build.
