    Intro

First of all I'm still new to this game, I haven't even hit level 20, so feel free to leave any feedback or suggestions. I just like making builds and optimizing and stuff like that.
The point of this guy is to heal both health and shields at the same time while also providing your team with buffs.

    Abilities

Builds up your Actuators and cost nothing. And lowers cooldowns of

HoT for you and allies with burst heal for extra health.
For healing the guy who's almost dead and burst that drone on him for an even bigger heal to make sure he lives a little longer.
AoE heal and AoE drone burst. Can cause overheals but with the Cooldown reductions from
you can cast it often so that makes it a good spam heal in tight situations so worth it in my opinion.
You critted! Congratulations, now celebrate by hurting your enemies while healing your allies at the same time! Works great with Scalpels and Forceps!
Sheild Heal and Buff! Plus it hurts the bad guys! More Scalpel and Forceps combo!
Because I'm seeing lack of focus being an issue. A big one.
Sheild HoT plus 25 Damage Resistance plus Dash Regen. Not to mention your Amps mean that this gives you an interrupt armor. And it is the only thing that benefits from your assault power.

    Amps

    T3 Amps
Running on Empty for more focus as that looks like it will be running out the fastest. Though you could replace this with Power Cadence for more Actuators instead.
Protections Probes for the Sheild HoT and Damage Resistance buff that applies on top of their current resistances.

    T2 Amps
Scapels! Forceps! for buffing your support power by another 24%
Null Zone for debuffing your enemies Assault Power which means your team takes less damage which is what you are all about.
    Solid State so now your
give you an interrupt armor so you get controlled less too! Possibly your team as the Amp doesn't quite say and I haven't used it myself. So confirmation here would be greatly appreciated.
Regenerator Because I felt constant health regen was more useful than the 2s reduction on shield reboot from Shield Reboot and I needed one more from this tree to unlock

Protective Surge because why not heal at every possible instance you can, right?
Armor Coating Boost your teams armor so they take less damage.

    T1 Amps
Crit Chance for more crits and more procs for

Focus Recovery and Focus Cost because focus is a big issue I foresee
Support Power because every power is based on this
Cooldown Reductions for faster power usage.

    Final

So with all this your healer should be keeping up health and shields without too much issue considering the defense buffs from
the Assault Power debuff to enemies via Amps and all your HoTs and Sheild HoTs.
    could probably replace
I just didn't like the cooldown. But it could be fun if the Interrupt Armor stacks with the
    Interrupt Armor.

Again I'm new and don't know if half these abilities are as good as they seem, please feel free to leave and feedback or suggestions. And if anyone can confirm the Amp Solid State giving the Interrupt Armor to all affected or just the caster that would be great to know thanks.
